PROPERTY MAINTENANCE / RESIDENTIAL RENTAL INSPECTIONS

On February 22, 1997 the village board ordinances 1404 and 1405 amending Title IV by adding Chapter 18 Relative to Property Maintenance Code and adding Chapter 19 Relative to Residential Rental Inspection Certification.

In essence, every Midlothian property owner and resident is responsible for maintaining their property in a safe, healthy, and attractive condition. This benefits everyone and keeps Midlothian "The Community That Pride Built".

Following passage in the up and coming months, the village began inspecting housing conditions of apartment buildings and residential rental units. Once a building and accompanying rental units pass the required inspection, a Certificate of Dwelling Inspection is issued to the owner of the building. Certificates must be displayed in a common area and renewed on a biannual basis.

To give you an idea of what the inspectors will be looking at, we have outlined some of the areas of your building that will be inspected. Please note that inspectors will not be limited to this listing.

You are required by ordinance to fill out a form, submit the required fee, and contact the village hall for an inspection appointment within 30 days of receipt of notice.

Roof - shall be structurally sound, tight and not have defects. No torn, cracked, or missing shingles.

Gutters - shall be in good repair and properly secured to the building. No loosely attached, rusted, unpainted or bent gutters.

Trim, Siding - shall be free of peeling or chipped paint. No untreated or rotted wood.

Tuckpointing - mortar between brick or stone shall not be loose or missing.

Windows - shall be capable of being opened, except fixed windows. No boarded or propped up windows. Glass must be free of cracks or holes. All non-fixed windows must have screens.

Doors - every door and its hardware shall be maintained in good condition. Door locks shall be in good repair and capable of locking the door. Screen or storm doors shall be on all exterior home doors.

Heating, Electric - facilities, wiring, outlets, shall be properly installed and maintained in good working order.

Plumbing - all fixtures and facilities shall be properly installed and maintained in a safe, sanitary, and functional condition.

Common Areas, Halls, Stairways - shall have smoke detectors, be adequately lighted, be free of debris or obstructions, have secure hand rails. All floor coverings and carpet shall be secure and free of debris.

Grass, Weeds - shall be kept free of plant growth in excess of 8 inches and shall be free of dead plant material.

Fences - shall be structurally sound, without deterioration. No untreated, rusted, leaning, broken, missing, or rotted fencing.

Bushes - shall be neatly trimmed, no overgrown or dead growth.

Sidewalks, Steps, Parking Areas - shall be kept in a proper state of repair and shall be free of snow, ice, mud, or other debris.

Sanitation - interior and exterior areas shall be maintained in a safe, clean and sanitary condition. All areas shall be free from insect and rodent infestations and from any accumulation of refuse, and or storage of junk, parts, machinery, autos, or other equipment not in an operable condition.

Refuse Containers (residential) - refuse must be stored in leak proof containers, have close fitting covers and handles, not to exceed 30 gallons.

Refuse Containers (commercial and apartments) - shall be rust resistant, nonabsorbent, water tight metal containers with tight fitting covers and handles.
